The picture shows a Cambodian primary school drop out. I met her while working on an education project for an international development organization. She told me that her parents were unable to afford the school fees and uniform. She had come to school every day for several weeks to watch her class through the open window. I was impressed by her dedication and willingness to learn. According to the International Covenant on Economic, Social and Cultural Rights the right to education includes the right to free, compulsory primary education for all.
