A farmer harvests opium Feb. 16, 1997 in Chapliar, Afghanistan, 40 kilometers from Jalalabad. Farmers in the Nangarhar province say they will defy any ban on opium cultivation, whether it is decreed by Taliban rulers in Kabul or U.N. drug officials abroad. After months of pressure by the United Nations and Western countries, the Taliban have decided to prohibit the cultivation of opium poppies, which are grown by 200,000 families in this war-shattered country.
