China has unveiled plans to expand its military budget by a fifth this year. But a spokesman insists that there is no cause for concern. China is interested only in peaceful development. The extra money is earmarked for higher wages, training and hi-tech equipment. Nonetheless, China has at the same time warned the United States to drop its Cold War mentality and stop selling weapons to Taiwan.
