EU-summit: No Multi-Billion euro rescue plan for eastern Europe

Welcome Back. The financial crisis has tested the European Union in ways many would have thought impossible just a year ago. While many Europeans have come to accept the horse-trading that goes on at EU summits as a part of the way forward to an "ever closer" political union--no one seriously doubted European integration was here to stay. Now with national governments scrambling to save jobs--many are wondering about the durability of the EU. At an emergency summit on Sunday in Brussels European leaders attempted to again show unity--but even that wasn't easy.
