Attempts to reform the European Union through the so called Lisbon Treaty has stalled in recent months. The treaty must be ratified by all 27 members. After rejecting it once, Ireland will vote on it a second time in October. Germany has already ratified the treaty but the constitutional court is now calling for supplementary legistation to be approved by parliament.
