Montenegro's government is pinning its hopes on negotiations for EU accession. But corruption and organized crime at home are proving hard to combat. It could take years before Montenegro is ready for membership of the European Union. The EU has tightened its accession criteria. In future, would-be members have to be models of good governance and the rule of law. That makes the fight against corruption and organized crime one of the most important hurdles for Montenegro to clear, and a litmus test of the EU's efforts to fight corruption in the western Balkan countries.
