The Organization for Economic Cooperation and Development called for structural reforms and controls on state spending in a report released on Tuesday about economic conditions in Germany. The OECD report reiterated an earlier prognosis for economic growth of 1.5 percent in 2003. The risk that economic growth will be even weaker than expected is more likely than a surprise rebound, said Eckhard Wurzel, the OECD's expert on Germany.
