Pinning Hopes on Immigrants - Are Germany's immigration mechanisms working?

It's hoped that immigration will counter the shortage of skilled professionals in Germany, and immigrants are being urgently sought. On the other hand: important mechanisms such as the Blue Card work only under limited circumstances. Should the strict requirements for obtaining a Blue Card be relaxed?
