The ISAF peacekeeping mission in Afghanistan is dedicated as much to political and economic reconstruction as to military operations. German ISAF troops, for example, have assisted in the construction of schools, roads and hospitals. But they are nonetheless viewed by some in Afhganistan as occupying forces, and are being attacked with increasing frequency. That is a source of concern for legislators as they begin debating an extension of the mission's mandate.
