By 2020, China wants to set up a system that will allow the government to digitally scan its citizens in order to punish or reward their behavior. Citizens who don't play by the rules will lose points - and then get blacklisted. Critics have warned that China is going too far in its efforts to control everything and everyone - and fear the country is on the way to becoming an IT dictatorship.
