European countries are trying to cut down on car exhaust fumes — they are implementing driving bans or are boosting public transport to rid cities of heavy polluters. But these polluters don't simply just disappear. Sometimes, old, second-hand cars — which are often the worst polluters — don't end up on the scrap heap here, but are exported to Africa instead.
