Baraza la Haki za Binadamu lalaani ukandamizaji Syria

Baraza la Haki za Binadamu la Umoja wa Mataifa limehimiza hatua kali kuchukuliwa dhidi ya Syria baada ya kupata ushahidi kuwa vikosi vya usalama vya Syria vimewaua na kuwatesa wapinzani wa serikali.

Nchi wanachama wa baraza hilo, vile vile wamekubaliana kumteua mchunguzi maalum na kuwasilisha ripoti ya ukiukaji wa haki za binadamu kwa Katibu Mkuu wa Umoja wa Mataifa Ban Ki-moon. Mkutano wa dharura uliitishwa kuijadili ripoti ya Tume ya Uchunguzi kuhusu Syria iliyoteuliwa na Baraza la Haki za Binadamu mapema mwaka huu. Kwa mujibu wa ripoti hiyo, vikosi vya usalama vimefanya uhalifu dhidi ya binadamu ikiwa ni pamoja na kuwaua watoto 307 tangu serikali ya Syria ilipoanza kuwakandamiza wapinzani wake.

Umoja wa Ulaya umesema, kura iliyopigwa na Baraza la Haki za Binadamu siku ya Ijumaa, inatuma ujumbe mkali kwa serikali ya Rais Bashar al-Assad kuacha kutumia mabavu. Mkuu wa sera za nje za Umoja wa Ulaya, Catherine Ashton amesema azimio lililopitishwa linatoa ishara dhahiri kabisa kwa umma wa Syria kuwa unaungwa mkono na jumuiya ya kimataifa. Lakini, Urusi, mshirika mkubwa wa Syria, imelipinga azimio hilo na imeonya kutolitumia kama sababu ya kuchukuliwa hatua ya kijeshi.

Wakati huo huo, Waziri wa Mambo ya Nje wa Marekani Hillary Clinton amesema, hatua ya baraza hilo, pamoja na vikwazo vya Umoja wa Nchi za Kiarabu na hatua zingine za kimataifa, zinadhihirisha kuwa serikali ya Assad sasa inazidi kutengwa na kushinikizwa na jumuiya ya kimataifa kuliko hapo awali. Nae Waziri wa Nje wa Ufaransa, Alain Juppe amesema, azimio la Baraza la Haki za Binadamu mara nyingine linathibitisha kuwa serikali ya Syria inazidi kutengwa na jumuiya ya kimataifa inayotaka kukomesha ukandamizaji nchini humo.

Mkuu wa Baraza la Haki za Binadamu, Navi Pillay alipouhotubia mkutano wa hapo jana katika makao makuu mjini Geneva,Uswisi alionya kuwa ukandamizaji wa kikatili unaofanywa Syria unaweza kuitumbukiza nchi hiyo katika vita vya wenyewe kwa wenyewe.
