کشمیری علیحدگی پسند رہنما کو بیرون ملک جانے سے روک دیا گیا

علیحدگی پسند رہنما خرم پرویز کو جمعرات کی شام جموں و کشمیر کے ریجن کے سب سے بڑے شہر سری نگر میں پابند کر دیا گیا۔ سری نگر پولیس کے ایک سینیئر افسر فیصل قیوم نے خرم پرویز کو مقید کرنے کے الزامات کے حوالے سے قانونی پوزیشن کی وضاحت کرنے سے گریز کیا ہے۔ قیوم کے مطابق سردست پرویز کو پولیس کی تحویل میں لے لیا گیا ہے۔

گرفتار کیے گئے علیحدگی پسند لیڈر کی اہلیہ ثمینہ نے بتایا کہ کل جمعرات پندرہ ستمبر کی رات پولیس نے اُن کے شوہر کو گھر سے حراست میں لے لیا۔ مختلف قانونی ماہرین نے اندازہ لگایا ہے کہ پرویز کو امن عامہ کو بہتر رکھنے کے قانون کے تحت حراست میں لیا گیا ہے۔ بھارت میں امن عامہ کی بہتری کے قانون کے تحت کسی بھی شخص کو کم از کم چھ ماہ کے لیے جیل میں رکھا جا سکتا ہے۔ پولیس افسر فیصل قیوم کا کہنا ہے کہ اِس معاملے کی سرکاری چھان بین جاری ہے۔

قبل ازیں بدھ چودہ ستمبر کے روز بھارت کے امیگریشن حکام نے انہیں بیرونِ ملک روانہ ہونے سے بھی روک دیا تھا۔ انہیں اُس وقت روکا گیا تھا جب وہ سوئٹزرلینڈ جانے کے لیے جہاز میں سوار ہونے کے لیے امیگریشن کاؤنٹر پر پہنچے تھے۔ خرم پرویز سوئٹزرلینڈ میں اقوام متحدہ کے انسانی حقوق کے ادارے ہیومن رائٹس کونسل کے اہلکاروں سے ملاقاتوں کے اُس ایک اجلاس میں شرکت کرنی تھی، جو ہیومن رائٹس کونسل نے کشمیر میں جاری فسادات اور ہلاکتوں کے تناظر میں طلب کر رکھا تھا۔ خرم پرویز نے اہلکاروں اور اجلاس میں شریک ہو کر حالیہ تشدد، سکیورٹی فورسز کی کارروائیوں اور مسلسل کرفیو سے پیدا شدہ حالات کے بارے میں تفصیلات فراہم کرنی تھیں۔

علیحدگی پسند رہنما خرم پرویز سول سوسائٹی کی تنظیموں کے اتحاد پر مبنی ایک گروپ کےکوآرڈینیٹر بھی ہیں۔ اُن کے ادارے نے پہلی مرتبہ بعض دور دراز کے علاقوں میں اجتماعی قبروں کی موجودگی کو رپورٹ کیا تھا۔ اس مناست سے ان کے ادارے نے ریاستی اور مرکزی حکومت سے باضابطہ آزاد تفتیش کا مطالبہ کر رکھا ہے تاکہ قبروں سے دستیاب ہونے والے انسانی ڈھانچوں کی شناخت کا عمل مکمل کیا جا سکے۔ پرویز کے ادارے نے ہی کشمیر میں متعین سکیورٹی فورسز کی ’جابرانہ کارروائیوں‘ کے بارے میں دستاویزی تفصیلات جمع کر رکھی ہیں۔

بھارت کے زیر انتظام کشمیر میں نئی دہلی حکومت مخالف مظاہروں کے نتیجے میں رونما ہونے والے پرتشدد واقعات میں اب تک اَسی انسانی جانیں ضائع ہو چکی ہیں اور ہزاروں مظاہرین زخمی بھی ہوئے ہیں۔ ان پرتشدد فسادات میں دو پولیس اہلکار بھی مارے جا چکے ہیں۔

Kashmiri separatist is blocked from leaving India, and arrested

Khurram Pervez was due to report to the UN Human Rights Council in Geneva the latest violence in Kashmir. However, authorities in India have hindered the activist from leaving the country.

Khurram Pervez was detained late Thursday night in the region's largest city Srinagar. Police superintendent Faisal Qayoom could not say what the charges were against Pervez.

"We are looking into it," he said. "For the moment we've taken him into custody."

A tweet from the activist's account appeared to confirm this.

Pervez's wife, Samina, said police came to the family home late Thursday night and arrested her husband. India's Public Safety Act allows police to hold a suspect for six months without charge.

On Wednesday Pervez was blocked by immigration authorities from boarding a plane bound for Switzerland, where he was to meet UN officials.

Pervez is the coordinator of the Jammu Kashmir Coalition of Civil Society (JKCCS). He was booked to fly to Geneva, where he was to brief a session of UN Human Rights Council regarding the latest violence in Kashmir - the predominantly Muslim Himalayan region that is claimed by both Pakistan and India.

He and the JKCCS were the first to report on thousands of mass graves in remote parts of Kashmir and to demand that the government investigate them - identifying who the dead were and how they were killed.

Scathing reports of brutality

The KCCS has also written scathing reports of brutality involving some of the hundreds of thousands of Indian troops in the region, noting that troops posted in the area are granted widespread powers. This, they argue, has led to a culture of impunity and rights abuses.

The death of a militant separatist leader in early July triggered violent, anti-Indian, protests that have been met with deadly force by police - killing more than 80 people and injured thousands more in the Indian-administered region. It has become one of the deadliest outbreaks of violence since an all-out armed rebellion exploded in the 1990s.

Police and paramilitary forces have fired tear gas and pellet guns at protesters with deadly effect.

Kashmir has been divided between India and Pakistan since 1947 (with China controlling a smaller portion in the eastern part of the region).

The two countries, which are both now nuclear powers, have twice gone to war over the territory and accuse each other of provoking violence.
