「薄熙來案避重就輕」

前政治明星薄熙來腐敗案本周四開庭。德語媒體相信,對薄熙來的量刑並非由法院作出,而是最上層,而且,刑期已經確定。

8月20日一期的《南德意志報》將薄熙來案作為「本日要題」發文指出,中共領導層在薄熙來案上單打反腐牌,其實是避重就輕,避實就虛,意在收取政治宣傳好處,避免使「黨」的掌權資格受到質疑;而在今天,這一套傳統手法是否管用,值得懷疑:

「中共是世上最講究玩弄秘密的組織。只有在很少的情況下,才會有一扇打開的窗戶,允許外人窺一眼權力機器的內髒。正因此,中國人才會對圍繞中共那位前政治明星及其一家的聳人聽聞的故事如此著迷。……

「起訴書的要點:金錢。薄熙來腐敗,—這是一個訊息,為此,他必須入獄。不過,人們不能不欽佩黨領導層的大膽之舉:他們的宣傳機器象奧威爾的圖畫書,試圖把黑的說成是白的,—將數十年來讓黨最難堪的一件醜聞倏忽間變成中國進步的一個樣板。黨的媒體這樣說:瞧哇,我們反腐是動真格兒的,對法治更是如此。《人民日報》便寫道,『不管是誰,不論地位多高,根底多深,只要觸犯法律,都會受到懲罰』。

「只是,沒有什麼人會相信這種宣傳。在早已具備玩世不恭態度的公民們看來,薄受控收受的相當於300萬歐元的賄金不過是小菜一碟。……因此,無人相信,薄熙來倒楣的原因是腐敗。他的罪行是別的。他使黨出了醜。他露了底。他在權力鬥爭中佔了下風。法治嗎?薄被拒絕擁有自己的辯護律師。去年的大部分時間他都是在黨的監察員的看管下度過。沒有人會懷疑,對他的判決早已作出。不是濟南的法官,而是北京的掌權者們作出了判決。一如類似的案例,(薄熙來審判案)將是一個做給人看的審判案。顯然,與薄熙來之間已經有過談判:他承認多少,作為交換,對他做出某種讓步—較輕的判刑,不株連他的兒子等等。顯然,他曾抗拒了相當一段時間。他後來屈服了?或者,他會利用庭審的機會,撰寫『薄熙來秀』的最後一章?

「它將是一次短暫的審判案,或許就兩天。黨希望盡快讓事情有個了結。對領導層來說,不能讓眾多公民再度得到一個機會,指著他們說,為什麼偏偏是他,你們不都也幹了同樣的事情嗎?那樣的話,風險太大。再者,薄熙來還有很多朋友,在黨內,軍內,以及在普通百姓裡。很多普通人在現在的中國感覺自己是失敗者,……習近平最不願看到的是,通過這次審判案薄竟成為一個殉道者。從領導層的角度說,相關的判決必須保持某種平衡:足夠嚴厲,以便將薄從政治上掃地出門;但也不能過重,免得引發一些重要營壘的反抗」。

銀行改革

《商報》注意到,中國政府總理李克強力主改革銀行系統,如果成功,不啻於在金融市場上發生一場小小的革命:

「開放的目標早已不是簡單傚法西方金融體制。中國意欲搭建起一個現代的、同時又特別穩定的框架。中國銀監會主席尚福林便表示,『我們試圖在抵禦風險和行業繼續發展方面保持一種平衡』。在他看來,給銀行提供包括在海外的新的融資手段,具有優先地位。與此同時,政府鼓勵銀行,向海外市場擴張。的確,工商銀行和中國銀行一段時間以來通過大手筆併購引人注目。5家最大銀行中的某一家的私營化也突然成了討論對象。」
