不理会邻国朝鲜的警告,俄罗斯驻平壤大使馆周三(4月10日)照常开馆办公。一名新闻参赞对国际文传电讯社表示,平壤局面平静,使馆工作正常进行,俄方没有疏散人员的计划。使馆发言人同时表示,俄罗斯在韩国首都首尔的代表处也不会关闭。朝鲜外务省上周向各国发出警告说,随着4月10日后朝鲜半岛有可能发生军事冲突,朝鲜政府将不能担保外国驻朝外交人员的安全。朝鲜方面同时提醒外国人离开韩国。
