Hans-Joachim Böhmer was born in 1957 in Celle, Germany. From 1963 to 1976 he attended schools Spain, Colombia, Bolivia, and Germany, where he ultimately received his German high school degree (Abitur) in Heidelberg. After high school, Böhmer studied economics at the Goethe University in Frankfurt, where he earned a degree in economics (Volkswirt-Diplom).

Böhmer started his professional career with a traineeship in international banking and as an officer in the international division of Commerzbank AG in Frankfurt, Germany. From 1987 to 1990 he worked as Deputy General Manager of the German-Peruvian Chamber of Commerce and Industry in Lima.

For the following three years he worked as Deputy General Manager in the German-Thai Chamber of Commerce in Bangkok. From 1996 to 1998 he was General Manager in the Malaysian-German Chamber of Commerce and Industry in Kuala Lumpur. Since 1998 he has been the Executive Director of the Portuguese-German Chamber of Commerce and Industry in Lisbon.
