Children with disabilities were allegedly tortured in state-run institutions. Police are investigating over 200 deaths, reportedly caused by lack of care, malnutrition or accidents such as freezing. Many of these deaths were never reported to police or authorities. Bulgaria is home to over 20 social care homes for disabled children, and conditions in nearly all of them have been found to be inhuman.
