There are two key regional elections here in Germany later this month -- in the states of Hessen and Lower Saxony. And the sometimes acrimonious election campaiging has been rocking the boat in Chancellor Merkel's national level coalition government of conservatives and social democrats here in Berlin. The main bone of contention: how to deal with youth crime, which some conservatives appear to be blaming above all on young immigrants to Germany.
