Flashback: Keeping Track of Traffic Offences

The Central Register of Traffic Offenders was first launched in 1958 in the city of Flensburg. Germany's economic miracle meant more people were able to buy cars -- which resulted in an increasing number of accidents. The register has since become a national institution.
