In recent months, many migrants have been using Spain as a stepping stone to the UK. Bilbao, on Spain’s northern coast, has a regular ferry service to England. Migrants, especially Albanians, try to stow away on vehicles about to board these ferries. Ferry companies can face hefty fines if the British authorities find that migrants have managed to get across. Guy Hedgecoe reports from Bilbao.
