The European Commission has outlined a new strategy for the EU’s enlargement which could see Serbia joining the bloc in 2025. But Brussels says Serbia and Kosovo must normalize relations. Kosovo declared independence from Serbia ten years ago after a bloody struggle. Belgrade still doesn't recognize its independence. Ethnic tensions continue to divide the two countries.
