Kaesong closure a lose-lose move for Koreas

The political decision to shut down the Kaesong Industrial Complex took many South Korean businesses there by surprise. It is unclear when - or whether - the special zone inside North Korea, once a symbol of inner-Korean cooperation, will reopen.
