Skala-Kuhmann holds a Ph.D. in international environmental law from the University of Göttingen in Germany. She began her career as an attorney with the international law firm White & Case (formerly Feddersen, Laule & Partners) in Frankfurt. She then worked as a legal advisor in Indonesia, coordinated various programs in the Middle East, and headed the GIZ section for Indonesia, Malaysia and Singapore. Since 1993 she has served as an advisor to IUCN, UNDP, the World Bank, and other international organizations. In 2005 she was appointed Chief Resident Representative, Country Director in China. In November 2011, she took over the helm of GIZ’s Global Partnerships, Emerging Economies Unit in Berlin.
