Germany has become one of the biggest international donors of humanitarian aid. But, says Ralf Südhoff, German humanitarian organizations need to gear up for growing demands and changing circumstances. The head of the Center for Humanitarian Action (chaberlin.org) tells me why Germany needs this new thinktand to rethink it's policies.
