启东爆发环境抗议,政府叫停排污项目

今日,江苏启东市数千民众发起环境抗议行动并占领政府办公室,该市市委书记遭民众包围,当局调派大量警察及军警到场,当局承诺听取民意,停止项目,随后民众撤出市政府。

(德国之声中文网)据法新社、路透社等海外媒体报道,7月28日清晨6时起,江苏启东数千民众为抵制一家日资企业、既江苏南通王子制纸集团的废水排放计划,发起环境抗议行动,抗议民众占领了启东市政府办公大楼,并在现场搜出大量名牌烟酒、扑克牌甚至安全套,大量的文件也被抛出窗外,现场一片狼籍。

该市市长徐峰被民众强行套上抵制王子集团排污的宣传T恤,市委书记孙建华也被愤怒民众扒掉上衣,但他拒绝穿上,最后在警察护送下逃离。抗议民众称,孙建华为当时批准王子集团排污项目的主要领导人之一。

路透社报道称至少有五辆汽车、一辆面包车被推翻,有超过1000名以上的警察守卫在市政府办公大楼。至少有两名警察拖住示威者并挥拳殴打。大约1000余名民众占领市政府后,当局紧张抽调军警到场,但双方未发生大的武力冲突。在得到当局停止该项目的承诺后,示威者最后撤离了市政府。据现场网友最新消息,武警目前层层围住市政府。

事件的起因为日资企业王子纸业集团的排污计划,得到江苏省南通市的批准。工厂的污水排口在江苏启东,并直排上海水源地--青草沙水库。启东市百姓对此项目建设强烈反对,启东盛产海产品,民众担心该排污项目,毁掉当地的渔业经济和民众健康。

此前民众自发向政府请愿。但王子纸业发出公告称该项目为南通市承诺建设项目。但同时也有江苏网友曾对外表示 :"市政府根本没有诚意听取民意,教育局压制老师、学生;工商压制企业,民警、居委会压制普通百姓。",市政府让公众签署的"承诺书"被发至网上,该文件指参与抗议行动和集会为非法行为,要求市民不要参与。并在学校、幼儿园、工厂、单位发出要求民众不要上街的通告。政府态度激怒公众,正值暑期,很多年轻学生成为抗议行动的主力。

中国由于环境污染引发的抗议愈加频繁,由对污染的抗议上升至对地方执政者及中国国家领导人的不满,本月初,四川什邡90后学生发起抗议当地钼铜项目的行动,警方强力镇压并拘捕了部分示威者。

"要说进步,是民众在进步"

事件发生后,中国公共知识分子笑蜀、萧瀚等为中国当局保持克制态度叫好,中国知名评论人、四川作家李承鹏在事件发出不一样的声音:事件中一些人表扬启东市领导克制、理性,居然没出动装甲车和震爆弹。公民,你有点出息好么?巨大项目捂着盖子即要上马,市民扒掉你衣服是要真相;某几人 屋里拍脑门就定下,市民冲进办公厅事出有因;知道多少利益链条吗?知道长三角多少癌症村吗?要说进步,是市民在进步。"

网友"行者张大祥"认为:"什邡、启东政府似乎隐晦的在传递一个信号,那就是你不上街我就不跟你解决,你只要上街,我就马上照你们的意思办。"

网友"郎心铁"也表示:"看看当地政府之前手机短信和私下里的那些恐吓言辞,还是且慢乐观吧!"

评论人袁伟东也发表"启东事件的启示",在文章中表示:"我们的政府号称是、人民的政府、,但如果一个政府口口声声喊着人民却不并为人民着想,那么人民反对、抗议就是天理所赋。"

"行动体现力量,谈判决定出路"

亦有人批评抗议民众扒光当地市领导的衣服是暴力行为,对此媒体人石扉克表示:"如果书记只是被市民扒下上衣换成抵制污染的文化衫,这是街头运动中官民之间合理冲撞的轻微失控,不应将之简单渲染成暴力。认可照片上警察的克制和书记的退让。总之一句话:退让不是软弱,行动体现力量,谈判决定出路;扒衣不可耻,打人才可耻,开枪最可耻!"

对此中国维权律师刘晓原向德国之声表示,从现场传回的消息来看,民众对该市领导扒去上衣,并不存恶意羞辱之意,而是要他穿上另外的衣服。是在传达公众希望市政府听取民意并且停止该项目的意图,而民众很大程度上把市领导当作执政权力的一个符号或代言,因此民众的行为可以理解。

他也指近年风起云涌的环境抗议事件,应该让执政当局多一层思考:"政府应该接受教训,引进化工等项目时,应该充分听取民意,比如大型环保项目引进来,可以召开听证会;如果关起门来引进项目,现在民众的权利意识在增强,进行抗议也是正常的事情。"刘晓原也认为政府逐渐看到民众迸发的力量,包括什邝事件当局虽然采用镇压方式,但项目最终停止,而此次启东市当局部分接受了什邡的教训采取了较为克制的态度,但解决体制性障碍,还需要漫长的路要走。
