“薄熙来案避重就轻”

前政治明星薄熙来腐败案本周四开庭。德语媒体相信,对薄熙来的量刑并非由法院作出,而是最上层,而且,刑期已经确定。

8月20日一期的《南德意志报》将薄熙来案作为“本日要题”发文指出,中共领导层在薄熙来案上单打反腐牌,其实是避重就轻,避实就虚,意在收取政治宣传好处,避免使“党”的掌权资格受到质疑;而在今天,这一套传统手法是否管用,值得怀疑:

“中共是世上最讲究玩弄秘密的组织。只有在很少的情况下,才会有一扇打开的窗户,允许外人窥一眼权力机器的内脏。正因此,中国人才会对围绕中共那位前政治明星及其一家的耸人听闻的故事如此着迷。……

“起诉书的要点:金钱。薄熙来腐败,—这是一个信息,为此,他必须入狱。不过,人们不能不钦佩党领导层的大胆之举:他们的宣传机器象奥威尔的图画书,试图把黑的说成是白的,—将数十年来让党最难堪的一件丑闻倏忽间变成中国进步的一个样板。党的媒体这样说:瞧哇,我们反腐是动真格儿的,对法治更是如此。《人民日报》便写道,‘不管是谁,不论地位多高,根底多深,只要触犯法律,都会受到惩罚’。

“只是,没有什么人会相信这种宣传。在早已具备玩世不恭态度的公民们看来,薄受控收受的相当于300万欧元的贿金不过是小菜一碟。……因此,无人相信,薄熙来倒霉的原因是腐败。他的罪行是别的。他使党出了丑。他露了底。他在权力斗争中占了下风。法治吗?薄被拒绝拥有自己的辩护律师。去年的大部分时间他都是在党的监察员的看管下度过。没有人会怀疑,对他的判决早已作出。不是济南的法官,而是北京的掌权者们作出了判决。一如类似的案例,(薄熙来审判案)将是一个做给人看的审判案。显然,与薄熙来之间已经有过谈判:他承认多少,作为交换,对他做出某种让步—较轻的判刑,不株连他的儿子等等。显然,他曾抗拒了相当一段时间。他后来屈服了?或者,他会利用庭审的机会,撰写‘薄熙来秀’的最后一章?

“它将是一次短暂的审判案,或许就两天。党希望尽快让事情有个了结。对领导层来说,不能让众多公民再度得到一个机会,指着他们说,为什么偏偏是他,你们不都也干了同样的事情吗?那样的话,风险太大。再者,薄熙来还有很多朋友,在党内,军内,以及在普通百姓里。很多普通人在现在的中国感觉自己是失败者,……习近平最不愿看到的是,通过这次审判案薄竟成为一个殉道者。从领导层的角度说,相关的判决必须保持某种平衡:足够严厉,以便将薄从政治上扫地出门;但也不能过重,免得引发一些重要营垒的反抗”。

银行改革

《商报》注意到,中国政府总理李克强力主改革银行系统,如果成功,不啻于在金融市场上发生一场小小的革命:

“开放的目标早已不是简单效法西方金融体制。中国意欲搭建起一个现代的、同时又特别稳定的框架。中国银监会主席尚福林便表示,‘我们试图在抵御风险和行业继续发展方面保持一种平衡’。在他看来,给银行提供包括在海外的新的融资手段,具有优先地位。与此同时,政府鼓励银行,向海外市场扩张。的确,工商银行和中国银行一段时间以来通过大手笔并购引人注目。5家最大银行中的某一家的私营化也突然成了讨论对象。”
