Serikali mpya ya Italia yakabiliwa na changamoto kali

Waziri mkuu wa mpito wa Italia, Mario Monti na mawaziri wake wenye taaluma mbali mbali wanakabiliwa na kazi kubwa ya kuitoa nchi hiyo kutoka mzozo wa madeni uliouhatarisha uchumi wa taifa hilo.

Hakuna hata wizara moja itakayoongozwa na wataalamu wa kiuchumi ambao walikuwa wanasiasa katika serikali ya zamani.Monti anayekabiliwa na changamoto kali, amesema yeye binafsi ataiongoza wizara ya uchumi.

Walimu wa vyuo vikuu, mabalozi, wanasheria na mameneja ndio waliomo katika baraza jipya la mawaziri lililoundwa na Profesa Mario Monti, kwa lengo la kuiokoa Italia kutoka mzozo wa madeni makubwa unaohatarisha uchumi wa nchi. Wataalamu hao wanakabilikiwa na shinikizo kubwa kwani mara nyingine riba ya mikopo ya Italia imevuka kiwango hatari cha asilimia 7. Monti ameharakisha kuunda serikali mpya ili kurejesha imani ya masoko ya fedha na wawekezaji. Ameeleza hivi:

"Tumeharakisha kufanya kazi kwa bidii na tumezingatia uwezo wa mtu. Tumeridhika na matokeo yake, kwani tumeona ishara zinazotutia moyo kutoka washirika wetu wa Ulaya na kote duniani."

Ionekanavyo, ufanisi ndio ishara ya serikali hiyo mpya. Monti hakuchukua hata wiki moja kutangaza baraza la mawaziri wake wapya. Vile vile amepunguza sana idadi ya mawaziri kinyume na ilivyokuwa katika serikali ya waziri mkuu wa zamani, Silvio Berlusconi. Vile vile wengi wa mawaziri hao wapya sio maarufu hivyo miongoni mwa umma.

Mmoja wao ni Corrado Passera aliye mkuu wa bodi ya benki kubwa kabisa ya Italia, Intesa Sanpaolo. Sasa ameshika wadhifa wa waziri wa maendeleo ya kiuchumi na miundo mbinu. Hiyo ni wizara iliyo muhimu sana kwa Monti kwani ukuaji wa kiuchumi unapewa kipaumbele na waziri mkuu huyo mpya.

Mara kwa mara serikali ya Berlusconi, ilituhumiwa na Corrado Passera kwa kutoushughulikia mzozo wa madeni. Passera anaamini kuwa sasa, chini ya uongozi wa Monti, serikali mpya itachukua hatua kali za kupunguza matumizi, kuufufua uchumi na kuleta usawa wa kijamii. Amesema hayo yote yatasaidia kupata maendeleo na ukuaji endelevu katika sekta ya uchumi, uwezo wa kushindana katika masoko ya dunia na kupata umoja wa kijamii.

Hata hivyo, serikali hiyo mpya inapaswa kuidhinishwa na mabaraza yote mawili ya bunge kwa kura ya imani. Seneti itapiga kura leo jioni wakati baraza la waakilishi likitazamiwa kufanya hivyo kesho mchana.
