Ambassador Guillermo Valles Galmés is a career diplomat with over 35 years of professional experience. He has served in different posts in Japan and Argentina and has been Ambassador to China, the European Union, Belgium, Luxemburg, and the UN and World Trade Organization in Geneva. He has held several relevant political positions including that of Deputy Foreign Minister of Uruguay. He was the leading negotiator for several regional trade agreements and for six consecutive years was chosen as the WTO's Chair for Rules Negotiations. He graduated from the School of Law of the Universidad de la República in Uruguay and has received several decorations from governments and NGOs.
